[Q] Native sip/voip stack on Sprint S3

It looks like on the US Galaxy S3 L710 Samsung has crippled the native VoIP stack. More specifically the “Internet Call Settings” section is missing from the phone settings. The app Anycut can create a shortcut to configure the sip settings, but there is now way to enable Internet calling. I have tried suggestions for adding the android.software.sip.voip.xml file, but it is already present and the permissions are correct fine. Has anyone had any luck enabling native sip support when it was disabled? Would someone be able to point me in the right direction on where to look for these settings on a Samsung rom? I have compared the secphone.apk smali files from an i9305 rom but I am not sure if that is the right path to take.
