Default is it possible to run iOS apps on Android?

Is there like an iOS emulator out there for Android? I need to run an iOS version of an app without changing to iOS.
Device: Samsung Galaxy Note 2 GT-N7100
Android version: 4.4.2
Rom: Omega V27
Bootloader: ND3
Recovery: TWRP 2.7.0.2

I think I read that a group of people have managed to achieve it, but they haven't released it to the public for obvious reasons that Apple will sue them all the way back to the dark ages.

Edit: here it is http://systems.cs.columbia.edu/projects/cider/
