The Manipulator can not change IMEI with radio version 4.16. It
just set IMEI to all zeros except the first 8 digitals.

That's weird. There is a _lot_ of checking in the IMEI part, and
we would expect it to work correctly, or not work at all and
display "<ERROR>" in the IMEI window.
Could you describe rather precisely what happened/happens ?

the IMEI cannot be read. What happens if you change it back to
your original IMEI as printed on the back?
