Rom for O2 XDA with Chinese language ?

I got the wince.nls for chinese version, but I don't know how to make a rom for WM2003 (no linux machine). Anyone can help?

There's no chinese version of WM2003 released now, and it seems won't be released in the future. :cry:

I tested many versions WM2003, all are garbage!
maybe it is not fit 32M RAM at all!
