Problems with SMS when ROM upgraded from 3.14.40 to 4.00.21

I recently upgraded my XDA. After the upgrade (4.00.21) I couldnt send SMS, I could receive but couldnt send. I went back to my old version (3.14.40) and now I dont have that problem anymore. Does that version have problems sending SMS?

I have the same problem with 4.00.21, and noticed that,
only one way to send - to move message from draft folder to outbox.

it seems I am having exactly the same problem, receive messages but can't send them....not sure if you have any updates since October?
