PhonExt problem

I tried the progrem. had a great difficulty making a
call.
for some reason it does not recognize the local prefix
of the number (for example 03-6298338) and it diles
without the 0 and therefore I can't make the call.
tried editing the number on my outlook and still got
the same problem.
any suggestions?
