I had a similar problem, i've spent a whole day to resolve it!
This works for W2K.
1) Run Regedit
2) Find key: "HKEY_LOCAL_MACHINE\CURRENTCOTROLSET\SERVICES\WINSO CK"
3) Delete it
4) Find key: "HKEY_LOCAL_MACHINE\CURRENTCOTROLSET\SERVICES\WINSO CK2"
5)Delete it
6) Uninstall TCP/IP protocol in Network properties
7) Reboot you system
8) Install and configure your TCP/IP protocol
Be sure to make a backup of your Registry before you change it!
Now your TCP/IP will work again.
If you can't create a new partnership with your PPC, maybe your socket files should be corrupted...This was my problem! I resolve it exporting socket keys from another similar computer and importing them in my registry. After, all works fine!
Good luck.
