Network Lock

Hi guys please help me,
i tried the program "xda manipulator" for some reason it dousnt seem to work.....
my main problem isnt the reception,,,its fine everything works well only that when i try to make a phonecall it said that my service provider is not available or that its locked or something dous anyone know how to fix this.

Xda manipulator does not work with xda2, if you wish to unlock your phone to use any sim you need to use xda2unlock.

alright i tried the two programs but still the network lock is active .....
the experts at this site have a big job at hand il submit all the information i think is necessary,
ROM VER: 1.52.00WWE
Radio Ver: 1.05.14
ExtRom:1.52.82

i need to change the imei there are no other locks on this phone,
please try thankyou.
