rom 1.60,bluetooth always on when using phone,is it normal?

I get the same since installing Bluetooth Tools, bit of a pain as Bluetooth is a bit of a battery killer!

i don't have that problem. try installing PocketZenPhone. it might solve your problem. just refer to the thread in this forum.
