Does anyone know how to create a new modem connection PROGRAMMATICALLY (Internet thr GPRS) on XDA II device ?

I think you mean to setup a connection via gprs.
AFAIK You dont have to use the modem functionality for that. That should only be needed for dial-up connections like faxing.
