I had hours of 'fun' with this problem. I've got a WIDCOMM 'I-Tech BT Dongle'. Although I believe many of the manufacturers use the same software, XP was quite persistent in disabling and overriding the software that came on the CD with its own driver...
Firstly, delete your partnership with your PC and Xda. Right click on the BT icon in the system tray and select Open Bluetooth Settings. Click the COM Ports tab and delete any listed ports. Click Add, select Incoming and click OK. This will install a new COM Port.
Now create a partnership between PC and Xda. Be sure to initiate it from your Xda and accept on your PC - not the other way round.
On your PC, open ActiveSync and click File, then Connection Settings. Make sure the 'Allow Serial Cable...' box is ticked. On the drop-down menu below, select the COM port that was allocated when you installed it via the Bluetooth Settings COM ports tab. Click OK.
On your Xda, open ActiveSync and select options. Ensure, from the list, the computer it is going to remotely connect with is your PC (my laptop is on a WLAN and it listed the other computers that are in the network - although you can't sync with them - I tried!) Make sure 'Sync with this PC during manual sync' is ticked. Now click options below. Select ' Maintain connection' and exit back to the main ActiveSync screen.
Click tools, click connect via Bluetooth and you're away! Unfortunately, you can't use the connection for anything else - such as email or web.
