HOW TO SUT OFF MY 9090

Hi I've bought a qtek 9090 smartphone, but I've seen that's always ON

Can anybody tell'me if there's a program to INSTALL FOR SHUTTIN' OFF MY PDA?

It says here to hold power button for 2 seconds to power down, I assume you would also need to switch to flight mode beforehand to switch of phone radio.
