Has Local the IP by connecting with GPRS?

i want to know if the xda or smartphone has local IP by using GPRS connection, or the IP belongs to Telephone Provider?

My aim is to get the IP Address in Local.

I think it is possible using a remote to get the IP, that the xda hat. But I want to know, after GPRS connection, if I can get this IP in the xda locally?
not through remote
