upgrade my .NET framework

i've downloaded a program, it said that i have to upgrade my .NET framework to ver 1.0 SP2.
i've downloaded the .net framework files. but the files in unrecognized by my pda xdaII?
somebody plz tell me why is this occurs?
i also have problem with cab files. my computer and pda don't recognize the file format? why?

an exe file can be 2 things

1 an exe file ment to run on a pda
2 an exe file ment to run from the pc where it then automaticly install to the pda

about cab files then i use total commander on pc it see cab files like zip's
on pda it install them if i click on them
