Illegal software

I've been wondering. Since Microsoft makes you pay for Dos, and every release of Windows right up to Windows XP x64. Does that mean you are supposed to Pay for Windows Mobile? and if you do, doesn't that make it illegal to upgrade WM2003 to WM2003SE or further?

mw200X have allways been required to be 100% made for a pda you cant use a rom from another device then the one it was made for

ms have never sold mw to end users only to pda makers

htc makes rom for their devices and they pay ms

tmobile, o2, qtek, imate..............

get roms from htc and release free upgrades to the phones they sell
