Is Chinese radio 1.12 newer then Dutch 1.13

I was wondering since the release is Sept 2 2005 for the chinese rom.

The 1.13 is the highest radio rom at the moment.

It may be the highest but not the newest right? Is there a standard between the companies that release it or do they fix issues and release different versions. Basically I am asking yes 1.13 might be the highest but does that mean 1.12 from china released sept 2 mean its better. Are we going by dates are just numbers.

newer is not allways better. I had problems with 1.18 (himalaya) but 1.17 works perfect !
