It's not locked. O2 has never locked any of their phones in the XDA range (and any other pay monthly phones for that matter).
I had XDA II, P900, P910i, IIs, IIi and now Exec, they've never been locked!

My IIs was locked, and most IIi's are too, although this is posted in the wrong forum, see THIS (http://forum.xda-developers.com/viewtopic.php?t=24779) thread.
