Based on the _ship at the end of the filename my guess would be that this is the Shipping version of the QTEK 9100 Rom. I don't have a QTEK 9100 so I can't compare verisons to verify though, so this is purely a guess.

If you change the cid on your device to supercid, you can upload it but wizard will talk to you in Norwegian...
