Got a SimpChinese ROM, but .DIO format, so how to ..?

Recently a guy of M i c r o S o f t gave me a .DIO simplified chinese ROM file for DOPOD 900, but I can't do with it at all.
I want to test it! can anyone tell me how to ?

the first 3 bytes are: E9 FD FF, following many many "00".
and the 0x00000200 offset is ASCII : "MSFLSH50". So, I think it is a some type of IMAGE file.
