Signal Problem

Hi, i'm having signal problem on my PDA2k in low coverage condition,my pda shows no signal at all and keep perfoming a scan for available network to no avail.do you maybe have a quick fix for me.
The other issue is how can i open the radio rom upgrade 1.13 with the rar extension because i've failed so far pls help.
