Is there a way to have 2 SIM cards (1 in universal and 1 small mobile) with the same telephone number so i can use the small phone in the evenings etc, but not have to swop the SIM between devices.

Depends what country you're in. In some countries (namely outside Europe) you can clone a sim and use that in both phones. Use one at a time or the cell towers will get confused. Probably not entirely legal but not sure.
SIM cloning depends on the type of encryption in your SIM. Newer sims can't be cracked easily, if at all, AFAIK.
In some countries your operator can issue more than one sim with the same number. I think Tmobile does this in Germany.

I am in the UK on Vdafone and they say whilst they can do this for 2 voice only SIMs, they are not able to do it with 1 data (universal) and 1 voice.
