I recently bought in Germany from O2 an XDA mini S and the entire system is in German and I wanted to know how I can change it to English,including the windows and the functions

Try the ftp ftp://xda:xda@ftp.xda-developers.com/Uploads/HTC_Wizard/Roms/ there are enough WWE roms.

Might be that you need a hacked installer to change the language, try the search option for it.
