I downloaded it from buzzdev.net as found above.

Just upgrade my qtek 9000 to newest i-mate ROM from
uni_cdl_13068_130153_10900_wwe_test XDA.exe.

I have to run MaUpgradeUt_noID.exe twice, first time it said incorrect country id, then I ran it again without touching qtek.

Now works much, much faster then original ROM.
