I once saw a post somewhere regarding a program that has a function that simply clears temp files & dlls that suck memory, but after I ran a search, couldn't find the post in question. A little help, anyone?

The only program I know of, is the latest version of SK Tools, which includes another small program called FreeUp RAM.

It does what it says with a simple click, pretty much like Oxios on the smartphone.
(By the way, are you sure that Oxios is compatible with Pocket PC ?)
