Are the system and applications' objects accessible?

I want to know if the system and applications' objects are accessible in my own application. How is it possible? For example how I can take an ID or something like handle for the softkeys of the control panel from the system?

for symbian in a General forum about
phones from HTC which all use windows CE ?
and non of them symbian ?

if so that would even be off topic if you posted it in the developing forum even that would prob be the place you were most likely to get any pointers :P
