This had been really irritating me, but it appears as though I got my Wizard to stop locking up whenever I have WiFi on with Direct Push enabled. In fact, I'm typing this post on my Wizard right now with GPRS, Direct Push, and WiFi all enabled.
Windows Registry Editor Version 5.00
[HKEY_LOCAL_MACHINE\Comm\TNETWLN1\Parms]
"ResetOnResume"=dword:00000000
Apparently, no soft reset is required but your mileage may vary. If you do try it without a reset, make sure WiFi is disabled first.

This fix is still working for me. I did a search on ResetOnResume however and found that some people believe it turns your WiFi on automatically after a soft-reset. The BlueAngel wiki even states that:

While I don't have a BlueAngel to confirm this, I know this isn't the case at all for the Wizard. This key seems to affect the behavior of the WiFi driver after you resume the device from standby. I think this "reset" causes an issue with Direct Push and GPRS, and disabling it seems to resolve this issue.
I'm fairly certain although I have not tried it, that the key responsible for affecting WiFi on/off behavior after a soft reset is HTCResumeWifiAfterReset, which has a default value of 0.
