How to "flash" a rom?

Hi im considering to buy a universal so read a lot in this forum.
But one thing still isn't clear to me is that:

How to "flash" a rom into the Pocket PC?
using what kind of software and what's the procedure?

i searched for couple of hours but still couldn't figure out the answer...

and i actally want to buy a MDA pro from T-mobile (germany)
well, as far as i know from this forum,
i can free the simlock by myself using the unlocking tool by Buzz (or some others..?) and also "flash" in an english language OS (but how?), am i right?

is it showing under the title of "How to Perform an Upgrade using Bootloader method?

and can i also do the flashing with the programme XDAtools shows under the title of "complete tools"?
