Extended Rom Versions. WHat controls it ???

Reciently I loaded Mr. Clean and stopped before the custom stuff loaded.
Then I loaded parts of the original Ext Rom.
Things work great but my extended Rom version is 1.8.
What controls this ? Is it a particular file or what ??

There's usually a cab file installed from extended ROM that sets the version in the registry, which is then reported in device info.
