Can't pair with Bluetooth devices

I go into Bluetooth settings and turn on Bluetooth and make this device discoverable. Then when I go into Devices and tap 'New Partnership...' it doesn't detect my Nokia 6230 (which is discoverable) nor my Nokia BT car kit. (I haven't seen it detect any BT device).

Any help would be appreciated.
