G4 CID unlock with IMEI check?

I read some posts about G4 phones being unlocked successfully by IMEI check, however i wonder how can you possibly pay for the CID unlock when you can install whatever rom you like even in a CID locked device.

If you have a CID locked G4 device, all you have to do is: choose a 2.x rom you like (ONLY 2.x roms are G4 compatible); follow THIS (http://forum.xda-developers.com/viewtopic.php?t=56088) tutorial to remove the bootloader parts; flash it with a modified rom upgrade utility.
