TIM - www.tim.com.br (I think the best option)
CLARO - www.claro.com.br

I don't know if Claro is present in Salvador. You can use TIM in the whole country.

the best choice is TIM

Salvador http://www.timmaxitel.com.br/

Rio Grande do Sul http://www.timbrasil.com.br/portaltim/home/0,1606,20O0O5,00.html

Coverage Map
http://www.timbrasil.com.br/portaltim/home/0,1606,20O0O10O1230,00.html

for Salvador, choose BA in ESTADO
for Rio Grande do Sul, choose RS in ESTADO

then you get the cities

Claro coverage (in english)

I had no trouble with Vivo but the big problem for me was finding someone with a Brazilian national ID number to register the numbers for me. Also the prepaid was pretty expensive something like 2 Rias per minute. I would recommend getting a monthly agreement for prepaid.
