I've had this problem too. After playing a few times with upgrade/downgrade to WM5/2003SE, there are some times when a simple soft-reset will work, and sometimes when it won't. You'll know whether it'll give you GSM by checking whether the Radio ROM version is displayed on the boot loader screen (bottom right hand corner immediately after a soft reset) . If it's 0.0 or similar, then try re-resetting -- this may fix it.

I also had a problem where I either installed some really rogue software that ruined the radio somehow, and wouldn't resolve with umpteen resets. In this case, I just flashed the radio ROM again. If this doesn't work, then you may consider hard-resetting, reinstalling the Radio ROM and WM2003 at the same time, then re-upgrading to WM5 if necessary.

My PDA2K did this with all the WinMo 5 roms I used.

What I finally figured out which seemed to work with me, is that if I took the battery off the phone or did a soft reset with the stylus I would not have my Radio Rom.

If I used software to perform the soft reset it worked fine. So I put 2003 back on my phone and it seems to work fine with that.
