Enable Time Zone change?

I found a registry change that enabled the Time Zone Screen under phone options a while back; had to do a hard reset and can not re-locate the message.

Any help would be appreciated

look for "ShowNITZPage" under hklm/software/oem/phone

change default from 0 to 1.

no soft reset required.
