Who has an experience to copy a keybddr.dll from arabic rom

i would like to copy the file keybddr.dll from ftp://ftp.clubimate.com/K-JAM_Arabic_2160901_21609102_20710_ship.zip rom

but always get an error :(

somebody give me the file , or tell how to do it!! :(
