and start up slow working?

Did you have two resets just one after the other? Then, the 1-minute-rule (also seen here http://www.winmobiletech.com/092006SafeMode/Spb31SafeModeRebootRules.bmp.png - also see the Safe Mode Bible, http://www.pocketpcmag.com/blogs/index.php?blog=3&p=1255&more=1&c=1&tb=1&pb=1 , if interested) will kick in.

my devic work on safe mode ,
can edit registry (HKEY LOCAL MACHINE) for safe mode ?

Dunno why it's doing so. The easiest way is completely disabling Safe Mode in Spb Pocket Plus. Just untick the "Safe Mode" checkbox in the config screen.
