how would i get Ms bluetooth stack on a device that does not have it?

i have a couple of bluetooth applications that require a "Ms bluetooth stack" how would i get Ms blue tooth stack on a device that does not have it? or at least trick an application into thinking it is the ms bluetooth stack so my applications will work
