Crash Override

Was passed a Universal for repair, it had had a failed flash, wouldn't boot to OS, but had a working bootloader.
Long and short of it, I managed to get the OS reloaded by removing the radio rom from the upgrade, radio rom fails with a 114 upgrade error, but all bootloader commands seem to work, not been able to persuade the Radio rom to install, system reports no GSM, no radio version, no IMEI, but it is at least bootable now.
Am I going to be telling the customer that the unit requires repair at HTC? or is there another way to reflash the radio rom?
I looked round, and thought perhaps a reflash from the SD card, but can't find any info on how to do this, any help would be appreciated
