SIP can be:
An application-layer control protocol, a Signaling protocol for Internet Telephony. SIP can establish sessions for features such as audio/videoconferencing, interactive gaming, and call forwarding to be deployed over IP networks thus enabling service providers to integrate basic IP telephony services with Web, e-mail, and chat services.
Or in our case:
Soft Input Panel - software keyboard
And SPL - Secondary Program Loader is one of two bootloaders in our devices, second being IPL - Initial Program Loader
Radio has a bootloader too - HTC_boot.

The SIP is the Soft Input Panel i.e. the soft on screen keyboard that as you know can be customised and changed from keys to transciber etc etc.
The Central Processing Unit (CPU) loads the IPL Initial Programme Loader that in turn loads the SPL or Secondary Programme Loader. The SPLs main but not only function is to load the Tertiary Programme Loader TPL that de-compresses the ROM into RAM. From there the device can now be booted.
(So of great interest to the ROM Gurus and something of a mystery to the rest of us!!)
