you have just to change this key

HKEY_LOCAL_MACHINE / SOFTWARE / MICROSOFT / INTERNET EXPLORER / ABOUTURLS\HOME_xxxx with the value "file://\windows\default_xxxx.htm"

where xxxx = your langague code (040C for french....)

It looks like a htc theme for the Vox.
