It is a Codec, but some how it protects the copyrighted media from piracy(see here (http://www.patlore.com/pages/lockstream.html))
It should be part of any divx pack(see here (http://findarticles.com/p/articles/mi_pwwi/is_200203/ai_mark03039596))

It's a digital rights management program that is designed to allow you to play ringtones downloaded through a carrier (for a fee of course). It's odd, because WM has it's own ringtone player and DRM. It's probably to keep anyone from sharing a ringtone for which they paid. No problem when you can just remove it and cook your own ROM heh?
