There is no issue in the time format. meaning there is no need to have a registry fix. it is just a simple setting( little tricky to find) you can fix it by yourself.
Start> Settings>Syetem(tab)> Regional Settings>Time (tab)>time style >
from the drop down select one whcih has the h:mm:ss tt ( this is for 12 hrs format)
one with HH:mm:ss tt is for military time format commonly known as 24 hour format.
Once you select the one you want please pay attention to the Time sample: as it will show how it will appear on the screen.

I have same problem the h:mm:ss tt does not work when changed in Regional settings. If you find solution pls send me a quick post.
