Can't downgrade factory QTEK 9100 for CID unlock.. freezes at 98%. Pls help!!

I'm at wits end and have been trying to do this for weeks straight. It's driving me nuts. First, I read ALL 36 pages of the thread The Definitive Guide to Unlocking & Rom Upgrading G3 Wizards (http://forum.xda-developers.com/showthread.php?t=285435) and all of thread SOLUTION FOUND -CID/sim UNLOCKING FOR WIZARD WITH AKU2 ROMS (http://forum.xda-developers.com/showthread.php?t=263116). Both refer to downgrading to (ftp://xda:xda@ftp.xda-developers.com/Wizard/Roms/Qtek/CUSTOM__RUU_Wizard_1050412_WWE_101_11210_WWE.exe). It always freezes at 98%. I tried different computers, cleared my Temp files, rebooted the phone and PC.. I tried all this over a dozen time and had to revert back to the factory ROM a dozen times. I even tried xelencin's ROM (T-Mobile_RUU_Wizard_2261020_226_22511_ENG_US.exe) which has a built in CID unlocker and it froze at 98% too!! It didn't unlock my CID either. It's working for everyone else who has Cingular or Tmobile phones, but I think since mine is directly from the factory, it's different. Is there any other ROM I can downgrade to 1.X or a way to CID unlock with my 2.17 (G3 phone). At this point I'm wore out of ideas and will try anything. I would greatly appreciate any help and experiences.

All flashing stalls for a while in different parts of the process showing the red bar in your phone (even @100% in the progress bar), how long have you left the phone in "freezing" status? May be you aren´t giving it enough time...?

try a different computer if its possible, i tried downgrading to button's rom like 10 times on my dell 700m and it got stuck @ 98% everytime, then i went to my desktop and it worked on the first try. best of luck

try searching 98% in the forums' i think other people had the same problem when i searched it months ago

If your looking to CID unlock I believe lokiwiz03 will do the job. But if your on 1.xx IPL/SPL then you can use lokiwiz02.

I had the same pbl as you your phone is CID locked. to solve it I have uncid my phone by using this toll first:
hard_SPL-G4.exe
you will find it here:

then I have used the toll lokiwiz02b and choosed the option CID unlock.

After that I have try all of the WM6 ROM and it had worked with 100% of them.

Let me correct you here,your phone is semi CID unlocked due to 'HardSPL',it's not permanently CID unlocked or get it unlocked by lokiwiz02b,it didn't do anything,who gave you this impression,that you can CID unlock a G4 device with lokiwiz02b and that to after performing 'HardSPL'.you are upgrading to all wm6 latest custom built Roms,cuz your phone is HardSPL and all the new Roms do not include IPL/SPL in them,but never try to flash a rom with IPL/SPL in it,you'll "Brick" your phone,ok,even if you try to flash the official carrier's Rom,which includes IPL/SPL in it,will brick it,until and unless you remove the 'HardSPL' from your phone.
A permanently CID unlocked by lokiwiz02b can only happen with a G3 device and it can be flashed with any rom,even if it contains ipl/spl.
SO, don't post a wrong advise to guys,like this.
