touch scroll - HELP

I lost the ability to use the flick-scrolling function. I have been loading a number of keyboard applications to try, then when I finally got around to using the flick-scroll again, it was gone! Anyone have any idea on how to restore it w/o hard reseting the device?

I could not find the solution, so I had to hard reset. You can also do this by using the settings.clear memory app.

mine cannot be hard reset, any suggest?
