is it possible to strip the iphone down and extract the applications on there such as the Safari browser?

I don't think it's possible yet. First you would have to be able to dump.

Then, Safari is compiled for other OS, so... even if you can dump it it will not run on Windows Mobile. If you dump and hack all the system (About 700 MB) and hack it for run on uor devices with extended memory, you may thought to run Safary.
