What channels are your AP's using? ETSI compliant WiFi Radios support channels 1 thu 13, whereas American & Chinese ones only support channels 1 thru 11, Japan supports all channels 1 thru 14 and Israel only supports 3 thru 9.
List here on Cisco's website: http://www.cisco.com/en/US/docs/wireless/wlan_adapter/350_cb20a/user/ms-dos/configuration/guide/DosappB.html#wp1010830
I had this issue with a HP iPAQ I purchased that was originally from the Far East, my AP was configured for channel 12 and I could not see the SSID from the iPAQ.

Did it work with WM5 that came on the device? if not then its a hardware thing. You may want to have it checked out by HTC. maybe they can help you. But you will need to make sure you have the TMO 2.26 rom installed. Thats the only way they will support it.
