I flashed spl to 3.xxx and ipl 2.xxx which is somewhere on the ftp portion as file name xpl or xlp now my phone wont turn on nor charge, I think its dead anybody can help?

Never flash IPL/SPL to a G4! It's bricked if you did this!

there is no way to communicate with the phone when off I figure right? Not even with a terminal window like teraterm?

Yes, because the G3 IPL cannot communicate with G4 chip, so the device just simply not able to power up
