I guess you want to know if your phone is CID locked?
Just try to upgrade with a complete_shipped_update_rom of the P3300 available from HTC.
If it does not give you any errors then your phone was CID unlocked.
Try at your own risk!

If you want to know if your device is CID locked or not:
1. go into bootloader (RGB screen)

2. disable active sync connection
3. connect USB cable and start mtty console.
4. perform set 32 command in mtty console.
in a response you will see g_cKeyCardSecurityLevel = 00 or
g_cKeyCardSecurityLevel = FF
00 - stands for unlocked
FF - locked

rem: if you use USPL (USPL is installed on your device), then set 32 command will always report g_cKeyCardSecurityLevel = 00, although on a reality device remains locked. USPL just bypass CID check.

<snip> it's a console app...you run it on the PC, connect via usb and it sends commands directly to the bootloader...but you can mess things up if you don't know what your typing...

mtty is console, enables you to interact with device thru command interpreter implemented in SPL of the device.
it is a software.
don't be lazy next time and use search, it is designed specificaly for this..
