Best is subjective, all depends on what you are looking for... Fully loaded with TouchFLO? Stripped down fast as it can with no unnecessary bloat? You need to seriously take a look at what you need, and then check out whats out there and decide whats best for YOU.

No one is going to explain how to upgrade. There are stickies that explain how to unlock and upgrade your phone. You should try reading them.

yup you should read the how to's first, then try the roms, there are a lot of roms to choose from, and most of them are in english, happy reading:)
