Just took my new kaiser / TyTN II out of the box installed battery etc and now got it on charge. Can't wait to turn it on. Do I have to wait till it is fully charged before I do and set it up?

There is no need to wait you can turn it on without the battery being full.
It's just really the manufacturer making sure the battery has a full charge and the indicator reflects the battery level so that people don't turn it on then think the device is broken when 6 minutes later it goes off without any warning.
You can always turn it on while it is charging of course!

However, make sure you give about 30 minutes or so AFTER fully charge (green light) for at least 10 times of charging.
Because new battery, when it says 100% (green light), it is actually about 90%.
So, you need to charge it beyond 100%, to "set" the optimum.
