i have a cingular hw hw6515a and was wondering if i could load this 1.21 unlocked hp hw6515 rom on it? would it work?

As far as I know this will not work. Before the update starts, your iPAQ will verify actual ROM and ROM update versions. This actually means that you cannot install update for iPAQ6515b (unlocked version) on iPAQ6515a (Cingular version). Sad but true...

You can load the 6515d rom image on your6515a first, then won't be a problem after all...
